Flan is very popular Spanish (and French where both the dessert and its name originate) dessert. In most countries that Spaniards and French colonized, that dessert and its many local variations is very popular, including in Peru, the Philippines and Vietnam.

My husband is Puerto Rican. His family and friends seem to eat a lot of flan. Everywhere we go, it is there... Hope this helps

I'm gonna have to go with France since that's where it was created, there they call it creme caramel and creme renverse (inverted cream) and it is very popular.
Mexico would be my second choice.
