    All I want to know is who gets the money???????????

    It would certainly discourage over-eating of garbage fast food.

    Ok, I know.. too simple.

    Why on earth would you fine the 'buyers' and not the 'sellers'. That in itself explains why it would be a waste of time to try and formulate a law, then enact it on poor people who have been conditioned by media to buy buy buy, and eat eat eat. Without first going after the sellers, you are in no way curbing the mindset of over-eaters, nor are you maximizing your 'profit' potential.
