i have not joined any pol.party , but as a pro-BJP family member campaigned for sohan lal tambi in ward no. 37 ,there people used to go for money , drinks . 
I went for helping a right candidate never took a glass of water or tea because i am a honest person. i had no intention of any favours .
he won , after 1 year when i approached him
to request him to help when a thelawalah had set up a stall outside our place , he agreed to remove it. i happily went home . a month passed i recited he nodded . one year has passed since then .
so this is a system and i have my relatives and many close people at some of the toppest positions of the government , i never approach them , only because i do not like to.
so clever man do not know from where their 
end of career arises but soon i would be working for his defeat because it would give me more relief now than removal of the stall.
the stall is owned by a gym owner , not a poor man owns a car .

Are you not taking a longer rout to solve a smaller problem.
I feel following way to solve the problem...
1.File a complain with local Municipal corporation.Take acknowledgement.
2.Wait for a week or two and give a reminder,this time mark a copy to a local news paper or to chief of the municipal too.
3.File a case in court and ask for compensation for loss incurred due to in action by municipal corporation.This will get enough publicity also and may be the person whom you are expecting to solve the problem will solve also,Will approach to you also or some other party will take up your issue.
4.You are having fire in side you.Use it with caution and cautiously and in right direction.

Good luck for getting your problem solved and seeing you as a liked personality of society.

your question is mixed. you are talking about a person and a local problem. A better way to resolve it is to approach the municipal authority. Better collectively. You should organise a group of 10/20 persons, meet authority personally and give a written complaint. This could require a reminder after 2/3 weeks.

Coming to political parties- I am not member of any political party. But I have political views to support any democratic party with collective leader ship. Party must be free from individual/family controll. To my knowledge CPM, CPI and BJP are only such parties. All others are controlled by individual families. Congress is the worst. It is controlled by the family of a foreigner lady.
