Can anyone tell me who owns or is responsible for the cables running in my garden (just above ground)?

I don't know of any utilities that would just lay the cables on top of the ground. Is there any way to follow the cables to either your house or some other end? The green box you describe sounds like a box used by telephone companies and they bury the cables. Maybe you could call your local utilities and cable tv companies and describe the cables and the location. Otherwise, just cut one and see what happens! Just kidding - don't cut the cables, it could cost you money to repair or it could kill you.

They could belong to the City, the cable company, the phone company, or your neighbor. Why not start with your neighbor and ask them if they know what the cables are for.

Soundslike Phone company cable or cable tv..and yes they have to have permission from you to run them through your yard and if you want them removed you do have the right! I went through the same thing and fought it and I won.

the easy way to find out who belongs to the cables would be to cut them then see who gets pissed off

cut them in two and then you will find who owns them. lol just kidding.
