Thumbs up or thumbs down are the ratings for a question.

To rate a question you need to be level 2. To go to level 2 you need 250 points. After moving to level 2 you can rate a question. To know more about the points system click on your points, it will take you to the points system table. for more info on points system check this link:

Your at level 1. You have to be at level 2 to rate people. To reach level 2, you going to need 250 points. :)

if you're talking about thumbs, these people are right . . . if you're talking about rating a best answer for your owen question, then when you click Choose As Best Answer and scroll down, there is an option of how many stars to give the answer

By the answer, you can vote positive or negative. But, you have to be at Level 2 to vote. Otherwise, the area is grayed and doesn't allow you to vote.
