If you don't do any sort of exercise and have little or no muscle in your body, then yes, you are overweight. But not by that much! =] Your ideal weight would be around 111-116 lbs. If you just skip a few snacks such as chips and substitute water for juice/soda, you could lose a lot of weight healthily without starving yourself. Also, whenever you feel hungry in between your meal times, drink a lot of water and eat a fistful of fruits. Eat a big, but healthy breakfast (no donuts!! lol), a moderate lunch (like a sandwhich and a bottle of water), and little for dinner. (like a chicken salad, with LITTLE dressing because most dressings are made up of mostly fat.) And with fruits in between these sort of meals, trust me, the weight loss will come naturally and will be generally painless.
=] I used to weight 147lbs at 5'2" a couple years ago, and now, i'm 5'3" and a half and I weigh 114 lbs.
Changing your eating habits will also give you a lot more energy and you'll feel brighter/happier. If you're really motivated, you could also just set apart one or two days of the week where you allow yourself to eat a chocolate bar or something. Or you could just limit yourself to eating one chocolate bar, etc. to one week. It may be a little hard at first, but within three-four days, you'll quickly adapt to this different style of eating. And whenever you can, substitute driving for walking. Walking a little more in small amounts throughout the day makes an amazing difference.

According to your body mass index of 23.8 taken from your height of 5'2" and weight of 130lbs, you're within the normal weight parameter (Normal weight = 18.5-24.9).
* Underweight = <18.5
* Normal weight = 18.5-24.9
* Overweight = 25-29.9
* Obesity = BMI of 30 or greater
I don't know your fat percentage, which is very important.
consider taking the following test...

This is a neat test that shows BMI, medical recommendation and what people see as the ideal weight.

That depends on your body fat percentage. If you work out, it might be muscle I'm pretty heavy for my height but my belly doesn't stick out haha, it's because I workout so it depends on your physical health. It also might depend on your genetics or diseases if you have some disorder that affects your body weight. My suggestion is run miles 3 times a week and you will be in good cardio shape haha.

According to BMI, it's not overweight, but it really depends on your body fat levels. If you have over 30% body fat, it would be a good idea to consider losing some body fat.
HTH : )

No and as long as you are healthy don't worry about it. The United States is too concerned over what a scales says instead of what the heart says.
