The issue is that Powerpoint (pps or ppt) files require a program that can "read" the file. As others have said, Powerpoint (part of Microsoft Office) or Powerpoint Reader (available free from Microsoft and elsewhere) are two choices.
But in addition you can use OpenOffice (a free Office suite alternative). The big advantage of the latter is that it opens and saves ppt files, but it's native format "OpenDocument" "(ODF) is:
"an open XML-based document file format for office applications to be used for documents containing text, spreadsheets, charts, and graphical elements. The file format makes transformations to other formats simple by leveraging and reusing existing standards wherever possible. As an open standard under the stewardship of OASIS, OpenDocument also creates the possibility for new types of applications and solutions to be developed other than traditional office productivity applications."
It is worth considering that XML based documents are the future, and open standards are increasingly important players. In fact the State of Massachussets has adopted Open Document as the standard for state office applications (and rejected Microsoft's Office Open XML format)
I suspect most of this is not obviously relevant to you re your current problem ... but it does suggest why OpenDocument is a desirable format ... no more proprietary formats.

You obviously don't have M$-Office on your PC.
Get Open Office, it's free and can open /edit / save Word, Excel and Power Point files.

go to microsoft site and download powerpoint but before you open make sure you know who sent attachments as with all attachments do not open unless you are certain who they are from

you can download a free Power Point viewer from Microsoft,
or you can google 'pps viewer' to find some other viewers.
I'd suggest the MS one.

If you don't have Powepoint, and it sounds like you probably don't, you need at least the viewer, which you can get here.

If you have other presentation software, you can try to open the .pps file with the application.
