Cutting them back probably makes them grow stronger. I suggest you dig them out by the roots.

Roots, roots, roots. You have to dig them out or the tree will shoot up somewhere else next to the original stump. Once you get the tap room (main central root) out, you will be home free. My advice is get a solid shovel with a pointed tip and a heavy duty pair of garden clippers. You will need them to cut roots while you are digging and unearthing the tap root. Do this before it gets hot in the summer.

When they grow back, try applying a 'Brush Killer' to them. Pretty much a very heavy herbicide. You will want to be carefull to apply them to just the plant you want to kill. (brush/sponge)
If you know what kind of tree it is, (buckthorn?) then you can see if it lists that tree on the Brush Killer instructions/bottle.
That chemical will work its way into the plant, and down into the roots - hopefully killing it for good.

I don't know about paint, but pouring bleach in the holes after you dig them out does the trick every time!

After you cut them back, tie a black plastic bag around each one...they will eventually die and stop growing back!
