Pidgeon advice needed?
Suggestions for keeping them out of and off my balcony?

Oh dear you sound in a mess :{
Ok well you dont want to scare them too much as they can mess on your balcony but the trick is to sprinkle chilli powder on the balcony as the smell will flee them off
You may smell the chilli but the wind will normally take it.
Another great way is to put a small garden gnome or teddy bear on the balcony so they wont go near it as it seems like a person.

That is a life long question in my city.
The courthouse has been trying to figure out for years . They haven't found a solution.
You might try this.....get one of those owls (like walmart has) and position it on your balcony. Also I know that those life like rubber snakes will keep birds away , might stick a couple of those there. Birds fear owls because they are predators the same as a snake. It might work. Unless the pidgeons are smart.
PS. Farmers use this method to keep the birds away

First of all don't kill or explode them.
If there landing on a rail, find a way to make it slanted so they arn't able to land on it and if on the balcony itself, yeah just put human size and shape things to scare them off. Even better a cat.

rice, grits, they will eat it and explode, then look for recipes for squab ( young pigeon)
