depends on the sport. Is it a team event or something like track & field
for instance:
Pentathlon competition qualified the maximum quota of four (4) athletes; (two (2) men and two (2) women), allowed per country
Athletics(track & field)-Countries are allowed to send one athlete per event to the Olympic Games if that athlete has met
the Olympic 'B' qualifying standard. To send two or three athletes, those entrants must meet the
more stringent Olympic “A” standard. The top three finishers at the Olympic Trials who have already met the Olympic "A"
qualifying standard in their event will be named to the Team

Each country is allowed one competitor per event regardless of their ability. Each country can bring more depending upon their qualifying standards. The maximum is 3 per event, not counting team sports where it is the number of players on the team with substitutes, managers, and coaches. In boxing it is one per weight classification.

Only one per event unless it is a team sport. Some events they allow more than one like track or swimming. There can be several athletes plus back up athletes incase one gets injured.
