At the end I can tell that it is Jugga hacking at the rope on the bridge, but what exactly is the rope on the bridge being used for?
I mean just how exactly was the rope suppose to aid in the sikh's attempt to massacre the fleeing Muslims.

Many people would have been sitting/sleeping on top of the overcrowded train cars. The rope would have swept them all off and killed them.
