Is this a new term? Capacities of Curriculum for Excellence?
Sounds to me like you may be describing the writing process. You did not mention what grade you are working with. However, this begins even early as Kindergarten, right? So, the answer is to collaborate with the lower grades so that the elementary teacher may be able to get our students off to a good start. After all, curriculum for excellence begins the day we are born and ends the day we exit this earth. It's what we do when we are here that really matters.
As an English teacher, preparing pupils means model, model, model excellent writing and reading skills of your own.

What one of my professors did worked really well. She first of all was compasionate. She loaded a good ammount of info on us, told us to go home every day and study. She gave us practice quizzes online for each test. They were always 10 times harder than the actually test.
She said.. learn the material, then after that, take this quiz that will be ten times harder than the test. Afterward, we knew the material and the test was very easy because it's like taking a step back.
I'd say, get as much crammed in, use several methods of teaching (powerpoints are great, and videos also). Then make the test not so bad, so they feel like they learned ALOT (which they did, it just boost confidence and from a psychological standpoint, people learn better if they are more confident) and they still retain the material.

You need to use level-appropriate materials. Give plenty of practice work on reading, writing, comprehension and speaking. Lots of pictures and games if they are kids; you can use the same idea with adults. It must always be appropriate to age and needs.
Always check that they interact with you and each other in English, especially if you are doing an ESL programme. Give them plenty of rich text experience: books, magazines, tv, movies, making sure everything is in English. Have them do "summaries" to check their comprehension; they must be able to tell you the story or main ideas in their own words. You can do this in written and oral form. Make sure that they speak.
Tolerate errors initially, but focus on common error patterns with the class. Let them use a lot of description if they can't name the object, but make sure they get the word(s) they don't know from you or someone else.
If there is a book store that specializes in language learning, visit them and see what they have. Go to your local library and bookstores and see what they have.
There are many resources out there - choose what you're comfortable with, but always make the materials you interesting for both you and your students.

ermm...i dont have a flipping idea what the hell that means but i always do good in tests if the teacher has offered a reward- usually sweets or stickers!!

I dont know what you mean but if it's tests
THEN
Tell them each time they have a test they are silver and gold oppurtunities to show them their knowledge
