Is it fair to misconstrue one's self-confidence for arrogance? if so, is that theory based on other's lack of self-confidence, ignorance or both?

Arrogance: "I'm amazing."
Self-confidence: ("I'm amazing.")
The first statement was said out-loud, the second was not. That's the only difference.
