If you don't remember purchasing and installing the "stop sign" threat scanner, then most likely it is a malware infection.
You need two things, first a good antivirus, and a good anti-malware scanner. I suggest www.free-av.com, which is avira anti-virus. I have used many free antivirus software, and this one by far takes the cake. The best free anti-malware software is Spybot Search & Destroy, but the best one I've worked with is Webroot SpySweeper. The combination of these two types of programs should get rid of whatever you have. It may be necessary for you to boot into Safe Mode to run a scan and get rid of the more insidious programs that can hide themselves.
Also, I strongly suggest not using RegEdit (editing the registry), as it can get you into alot of trouble if you don't have exerience.
A few things to do... empty out everything that will allow you to delete from C:\Documents and Settings\[your user]\Local Settings\Temp and C:\Documents and Settings\[your user]\Local Settings\Temporary Internet Files, because viruses and malware like to reside there.
I suggest you use Mozilla Firefox instead of Internet Explorer, since IE is well known for making it easier for threats to be installed on your computer.
Lastly, don't click on any pop-ups if you can at all help it. Doing this opens you up to infections, because clicking a pop-up can be the same as clicking "yes, go ahead and install", and you would never know that it happened. You have to be careful about pop-ups advertising free antivirus or anti-malware software, as some of them delete some bad stuff but put their own in.
Hope this helps and isn't too much information.

There is a program call THE CLEANER you can download a trial from www.moosoft.com
or
Click Run and type regedit
and do a search with the Trojan name and delete it, I have done this but only go in the registry if you know what you are doing
