can't gas companys factor in change overs?

Why can't Gasoline companys factor in the cost of changing their refinery's from winter fuel to summer fuels that have less air polluants? Surely they must someone in their Budget department who can factor the cost in over the course of a year.

    They should be able to...but they wont...and probably for the same reason why 14 years ago when gas was at $60 a barrell it only cost us $1.50 a gallon, and now that it is back at $60 a barrell it costs us $3.30 a gallon! I dont get it! Shouldnt we be paying $1.50 a gallon again?

    It's all about sucking money out of hard working people so they can sit on their big butts eating caviar and drinking $400 bottles of champaign.

    If we don't buy that excuse, they will think of another. The truth is it's supply and demand. People travel in the summer, so the price goes up.
