Who makes decisions regarding a major production of a new movie?

When major motion picture organizations -- such as 20th Century Fox, Universal, MGM -- come out with new movies, what was the process that led to creating the film on a grand scale for release on the "big screen."  Who made the decision(s) to launch the project?  How was this person or these persons approached, or what did they do to come up with the idea?  I have an idea for a great movie, but I have no connections with major movie companies to make it happen.  How can I get through to them?

Scripts are submitted to the production department, who look through it to determine any value.

Sometimes the director brings in a project.

the studio bankrolls the project.

YOU need an agent to stump for you, as no director, actor or studio will accept an unsolicited script for fear of charges of theft and plagiarism

The Process:
Agent submits script.
A Reader gives it coverage
Coverage goes to Development exects
If it makes it through, they read the actual script
If it makes it through that, it goes up the ladder
If it makes it through that, it goes into "development"
Development Exects destroy original script trying to taylor it to a director or actor
If Script  makes it out of development hell, actor or director is attached
Actor or director ruin the script further with their own writer until it's unrecognizable from original
Your dark comedy is now staring Tom Hanks and Meg Ryan and is a light comedy romp.
You now share your credit with another writer or six.

OR

Tom Hanks comes to the studio with a script and can do anything he wants.

You can't get your script to them. In fact, you can't even get it to an agent, as they don't accept unsolicited manuscripts.

Your odds are much better submitting it to script competitions like Slam Dance.

Its likely being married to Lady Jules will be a curse. My best advice is to run away. Or simply tell Lady Jules that she is stuck with Sir Reginald Dewhurst if she wishes to ride. To encourage his best behavior reward Sir Reginald each time he bites Lady Jules. Sugar cubes, carrots and apples should work. If you are unwilling to break the betrothal, my best advice is buy more land. Lady Jules will eventually want an Arabian horse in every color and gender. She will also insist on matching sets of tack for each horse and matching apparel. I suggest that you purchase large animals as all the North-Atlantic Lobster and Caspian Sea Beluga Caviar she stuffs into her face is likely to affect her weight. Horse ownership is a blessing.
