he has no license, it's suspended for DUI's, how do I get him to stop, he takes my keys and goes.

You have to talk to him. If he cannot understand that YOU can get in trouble for him driving your car with a DUI, then you only have one choice....call the cops. Or at least threaten to call the cops. If he cares about you, he will not want you to get in trouble for his stupid actions. Good luck, and make him RESPECT you. You deserve it. he wouldn't like it if you did that to him.
