The legal status of any action is determined by the kind of visa a foreigner has.

Practicing any profession requires the specific visa (or GreenCard). It isn`t legal for a tourist visa owner to work in the U.S.

The short answer is no. A social security number is required. BUT, you can apply to be exempted from this requirement.
