How do I keep my clothes from fading when my laundry room doesn't have cold water?

This isn't a laundry problem, this is a plumbing problem.

If this is your home, then check behind the washer and see if the cold water faucet is turned on. If it is or seems frozen, you will need a licensed plumber to fix it.

If this is a laundry room in a dorm or apartment building, then the manager needs to be made aware of the problem so that he/she can get it repaired ASAP.

Not only are you shrinking and fading clothes (one waste of money,) you are using more hot water than you need and thereby wasting the energy to heat the water.

    Whichever it is--don't wait.
