How did Dave Chapelle get away with "Sesame Street in da Hood"?

I think its hilarious, but how does he pull it off? Is it okay to use the raw language in front of those kids? Was Snoop Dog's voice added later? This freaks me out, someone please help.

    Dave Chapelle is da SH*T! Have you seen the one where he makes fun of R.Kelly pissin on that girl...so he makes a video t ohis igniton beat sayin i want to piss on you and singin lol hillarious sh*t!!
