Fast Busy Signal?

What does it mean when you call someone and get a fast busy signal?

We are calling from a VOI to a regular land line. (not cell phone)

Update:

We have tried calling at all hours (including 3am)

    you said that you're calling from a VoIP, so try calling all x-xxx-xxx-xxxx digits....(11)....its a little different with VoIP....and don't forget the "1" if you use 10 digits....

    Usually a fast busy signal indicates a phone that is out of order. If "all circuits are busy" is the problem, then you should receive that particular recording to let you know that THAT is what the problem is. If you're NOT receiving a recording telling you that all circuits are busy then you're probably reaching a number that is not in service. I would report the number to the residential customer service number in the local phone directory "help" pages at the beginning of the directory. You can report the number as not being in service and the repair service can repair it. The people you're calling might not even know their phone is out of order, if that is the case. Good luck!

    A fast busy signal means the circuits are jammed up. Try again.

    I would suggest that there is a fault on the line.

    Either get the operator to test the line, or get in touch with the line owner by another method and tell them to have the line checked
