Looks like a bunch of LOBBYISTS are trying to scare the green community.
The AWEA is a lobbying organization for the wind industry. If you look at what is proposed, it is just that the local fish and wildlife industry make sure that you are not building turbines in a way that might damage wildlife. Many of these turbines are going in remote locations, and all they want is to make sure that you are not going to accidentally cause a species to go extinct in the pursuit of clean energy.
Remember, wind power is still an INDUSTRY. Getting a permit will eat into a company's bottom line, cause a small delay in construction, but ultimately will benefit the larger population. If you need this kind of an assessment when you build a house, why NOT a turbine?

Yeah I am sure there's a lot more than just that too.
I want to build a still in my backyard to make alcohol to burn in my car since it is "so hard or costly" to make. But that is illegal. I am sure I can find plenty of corn and other organic products being wasted to make into fuel alcohol.
And if I get thirsty...now that could get illegal.
The Dems vs. the Reps they are all full of crap blaming each other for stopping this or allowing that. They are just ensuring their job security. They don't care about what we think or the environment, once they are elected, they are getting paid. Pension, bennies etc.. Besides, most are old enought to not be around when the environment sh1t really hits the fan, so let's create mounds of paperwork to keep us looking busy til I retire, then the hell with it!
I think I will go build my still.

Yes I live in the city on a large lot. It would be impossible for me to install a tower tall enough to avoid turbulence from rooftops and be a practical size to even run small loads like my pond water filter. I would have to apply for permits and insure it against damage from structural failure from vandalism or natural wind damage. The imaginary noise from the blades would annoy the neighbors. I cannot use solar powered Rankine engine generator because oregon requires their aproval on any pressure vessel.and etc.

Of course this is going to happen. Party affiliation is irrelevant here, GOP and Dems are both going to support this as long as no one knows they did.
Why support it? two reasons: 1) there is no way for corporations to profit from private wind devices and 2) the government cannot tax the wind. If no commercial activity occured then no tax can be levied.

if every house wind turbine the utility company will not make any money for it and there will be no tax on the power form the wind
