Garvey played first base, and he wasn't historically great at it. He won an NL MVP, took home four Gold Gloves, was selected for the All-Star team ten times -- that's the right amount, maybe too much, honoraria for Garv. Good and valuable player; not great.

The 2007 ballot was his 15th and last time before the writers. Eventually he'll be eligible through the Veterans Committee, but that body has been so stingy in three cycles (electing no one) that there is no way to predict if it ever will induct someone. I strongly doubt Garvey will be the first, or if he is even placed on a ballot.

The "crime" is in Garvey's off-field antics, including his recored of non-support of his children from women other than his wife.

You'd have to ask the electors - the 10+ year veteran members of the Baseball Writers Association of America

He had very good numbers for his era, .294, 271, 1307. But since the steroids era, those numbers have diminshed in significance. So, it is highly doubtful that he will get elected,.
