You can't. The only Legendary Egg you can make is a Phiione, the pre evo of a Manaphy. And that is through breeding a Manaphy with a Ditto. The reason why there are egg steps for Legendaries is because the game developers still need to enter a value for egg steps even though you can't get one.

It's true, sadly, the only legendary that is anything close to being breedable is Manaphy into a completely different, barely related pokemon Fione. The game is not coded to understand any other legendary being in an egg; tough luck, dude.
