I don't know the equivalent because it's slang (and I'm Spanish) but it means I'm fed up with you, i can't stand you, you annoy me and the third one is the opposite, so I annoy you.
But consider that is negative, quite vulgar...

Edited to say, I think Dori's translations are better, but I'm almost positive it should be in the progressive in English "You're pissing me off" rather than "You piss me off". It's a "right now" kind of situation, not a general statement about "you".
