Because Penny can't make a very good cannonball jumping off a quarter.

He cause no one liked him. He was forced back into the change jar and never taken out. Trapped by his surroundings, isolated from the world, he grew depressed, eventually realizing the pointlessness of the world. Suicide was the only option.
Quarter on the other had, participated in all sorts of actives all over the world, from candy machines to knuckles. His life was filled with wonder and joy.
