Three suggestions:
A heavy trash can with a lid.
A laundry basket with a cat-sized hole cut in it placed over the cat's food. (So the dog can't get to it, but the cat can.)
A cat door in the door to the room with the litter box.

I had the same problem. I have two cats and a dog. When I first got my dog he knocked over the trash can and ate the cats food. First of all, you will have to get a cage for your dog, this is for during the day. This will help the dog stay in the cage and not knock over the trash can. And when you let your dog out when you get home just put the trash can on a chair. You can get a chair that is wooden or plastic at target or walmart for cheap and then put it on it and then you can put it in the corner or were you usually put it. If this doesn't work then you can use a wooden stool that will work. The cage will also work for when you need to potty train your cat.
And for your cat food you can put it on the side of your dining table, or you can get a end table that your cat can fit on. And when the cat is hungry she can jump on the table. If your dog is big, then all you have to do is put it on a dresser or kitchen sink.

You can't train a dog to not eat cat food that is within his reach, it is just too tempting a treat. For the trash, what we did was get trash cans with the lids that close unless you step on a pedal to open the top. Especially yummy trash, like the kitchen stuff we keep the trash can under the sink in the cabinet. You can empty the trash cans into the outside cans more often too.

I have many dogs and I have a different way of training dogs but it is very effective.
I use a bb gun on mine with soft pallets. I set the dogs up with an inviting temptation, like a rubbish bin full of goodies, or a juicy steak on the floor. You need to then find a hiding spot, up high is best, dogs seldom think to look up high. When the dog goes for the bate you simply shoot him in the bum with the bb gun. It is very important when you do this to not say a word and keep well hidden. Then the dog will not associate you with the sudden sting in his bum. He will get confused and think "hell every time I knock this bin over or eat something that is not handed to me I get a sharp sting in my behind".
Just do it a few times in one day, it will only need one day to put him off. Then after that you may need to do it once a week to remind him, After a couple of weeks he won't do it anymore.
BB gun with soft pallets is not cruel, and is a damn site less pain full than dieing from a poisoned steak or being sent to the SPCA because he cannot be trained.

AH! I had a dog that always got into the trash whenever I would leave the house. She would never do it when I was home. I tried everything from topping the trash with Cayenne pepper to putting mouse traps upside down. Nothing worked! I decided to crate her when I needed to leave. I felt horrible having to crate her but, believe it or not, she loved her crate! I would find her in her crate even when I was home. Now that I've made a short story long, that would be my suggestion to you.....to buy him a crate. ☺

Get a trashcan with a heavier lid. Put the cat food up on a table where the dog can't reach it

There are a few real keys to dog training, whether you are trying to train your dog to come when called, sit, stop barking or any other behavior. Understanding their importance is critical to achieving rapid results that are long lasting and help develop the bond between you and your dog. Learn more http://onlinedogtraining.enle.info/?895C
The first is simple; you must win your dogs mind. If you don’t achieve this first then you will be struggling the all the way. When I talk about winning your dogs mind what I really mean is that your dog looks to you for all the decisions. Before you do anything else watch one of the amazing video sites that show you the 5 Golden rules to establishing yourself as the pack leader. If you aren’t putting these in place then you are setting yourself up to fail. Just at the crucial point where you really want your dog to listen they will go and do their own thing. For sure your dog may play ball occasionally or even most of the time, you may even have a dog that is obedient 99% of the time, however if you want a dog who always listens to you and does as you ask then you need to win your dogs mind.
The second key to success is to motivate your dog. It is really important that you discover what it is that your dog enjoys both in terms of exercise and play but also in terms of a reward. If you can make the experience enjoyable then you will both achieve more and look forward to training.
Some dogs love to fetch, others love agility, and other dogs simply love obedience training, or swimming out into water and retrieve. At least to start with find out what your dogs love is and help them develop this, what I am saying is work with your dog. The other point to recognize is to make training enjoyable reward your dog.
