I heard he was plannign to aim missiles at the U.S. But anyhow, I don't think the president of one of the largest countries on Earth could be in any way mentally retarted. These are very smart people with very astute advisors surrounding them.

Maybe because he thinks that Bush is a moron for deciding to embark on a program which will compromise Russia's security.
