a blank VCD is a blank CD.

VCD is the format used to store the video it's not the CD type, just buy any empty CD and most CD burning software can make a VCD from the video u want.

A blank VCD is essentially the same as a blank CD-R. Try checking Wal-Mart or BestBuy as they usually carry that kind of equipment. May I ask why you would want to make a VCD as the quality on VCD tends to be very compressed. You'd be better off writing to a blank DVD or Blu-ray as they tend to produce both higher quality sound as well as visuals. I guess CDs are a lot cheaper than DVDs or Blu-rays but that's just my opinion. Anyways, I hope this answers your question.

A blank VCD is simply a blank CD-R. You can buy CD-Rs almost anywhere these days. Try a computer or office supply store.
