The biggest negatives on most bad credit scores are late/missed payments. PAY ON TIME for every bill and your score will rise steadily over time.
Here are some other ways to raise your score:
-Don't ask for new loans unless 1) You need it AND 2) You're pretty sure you qualify for the loan. Having more than 1 or 2 requests for credit during a year lowers your score.
-Never cancel your oldest credit card that doesn't have an annual fee. You don't have to use the card, but don't cancel it. Having an active old credit line is good for your score.
-Don't rack up the bills on your credit cards. Pay them off and keep the balance low if you must have a balance at all. Having a balance of 30%+ of the total credit line is bad for your score.
Follow those rules and your score will rise fairly quickly.
As for the current car situation, I recommend buying a very used car for around $2,000. It's not ideal, but it's a money saver overall. You'll save alot by not having car payments, lower insurance, nice gas mileage. Perhaps a '95 Corrolla with 125,000 miles (they easily last over 200,000)?
Then in about 2-3 years when your credit is much better you can get a car loan for a better used car and you'll qualify for a respectable interest rate.
