There is no guaranteed accurate scale for this.
Obviously, your speed on landing plays a part, and the higher the distance, the greater the speed will be, but physically, your own body will be different from others.
Early-life diet plays a large part in it, and so does heredity. Add to that your life-long exercise regimen.
If you grew up with a diet rich in calcium, AND you were very active, especially where muscles were made to work extensively, then it is likely your body has developed bones of good density and elasticity. Yes, bones are elastic to a limited extent.
Heredity affects how well bone is built, both in terms of size and density. Some people have large bones, but they are not necessarily strong bones, despite their appearance.
Some have smaller bones, but they are very strong, despite their appearance. Most people will be somewhere in between.
Then there is the actual physical application of the landing:
If you try parachuting, the landing speed is roughly comparable to a fall/drop from about fifteen feet, but you always wear boots that provide substantial support to the ankles and feet.
No matter what your physical make-up may be, whether or not a bone breaks on your landing from even a small height has a great deal to do with HOW you land and in that the possible variables are far too many to deal with here.
Learning how to land is very important.
Shock and torque are what breaks bones. These can be offset by what you wear and by muscles that control how your body bends and flexes, but the rest is is determined by how you land.
A school or club that specializes in this can train you on the best techniques for landing from height.
You do need strong bones, but you must also have strong muscles, and not just in the legs, especially if you are looking at jumping from greater heights than, say, your body height.
Properly coordinated, your muscles absorb some of the energy, but they also allow your legs and body to flex in an appropriate manner to absorb and, more importantly, to deflect shock.

Think about you're question: who is going to do a study to test this?? You do see the humor in this don't you?
A person's height probably has little to do with it. Landing technique and physical condition would be the key factors.
I've read of a paratrooper that dropped 28 feet and was ok.

go to google and search "how far can i fall without breaking me legs??"
Sorry, joking!
I'm pretty sure that older people would have less energy and bounce than younger people so they may have more trouble when their feet hit the ground depending on how far they've fallen.
You should research this for a proper researched answer. I'm sure some scientist would have looked into a question like this.
