If you are in the United States, the answer will vary from state to state. For your state check out the laws relating to animal care on the veterinary board website.
Most states allow animal husbandmen (care givers and veterinary technicians) to administer vaccinations. An acception is rabies. While a rabies vaccine may be purchased and administered by a layperson the vaccination is invalid unless the rabies vaccine is administered under the direct supervision of a veterinarian.
In addition, animal husbandmen may not perform any type of surgical procedure or administer anesthsia accept under the direct and immediate supervision of a veterinarian. Hoof trimming and shoeing for horses and other large animals does not require a veterinary license. Some states may allow equine dentistry to be performed also. A new policy available in some states is that certified animal caregivers may euthanize animals, for example in an animal shelter.
Animal husbandmen may not prescribe any type of medication, however, they may administer it and change wound dressings as directed by a veterinarian. Some medications do not require a prescription, eg. penicillin or Frontline. These OTC medications may be administered by an animal husbandmen without veterianary supervision.
I hope this helps.
