Several Reasons
Because the Bible shows the governments of the world to be under the control of Satan the Devil. (see Luke 4:5, 6)
Says Psalm 2:2 :
"The kings of earth take their stand, and high officials themselves have massed together as one, against Jehovah and against his annointed one".
Also, 1 John 5:19 says:
"the whole world is under the rule of the Evil One" (GNB)
Jesus said that his kingdom is no part of the world (John 18:36). Hence, all of Jehovah's Witnesses around the world are politically neutral. They, like Jesus are no part of Satan's political world, which is full of disunity, conflict, and strife. Rather, they are unified into a worldwide brotherhood that rises above the petty differences between race and nationality. God is a god of peace, not of disunity and all His people are unified under Christs kingship (1 Corinthians 14:33).
Jehovah's Witnesses look to God's kingdom to solve the problems of mankind, not human politics (see Psalm 146:3). The Bible shows that Christ Jesus as king will soon rid the earth of its troubles (Psalm 72:8, 12-14, 16; Psalm 46:8-10; Psalm 37:9-11, 29). The governments of mankind cannot do this. God's kingdom will replace all human governments (Daniel 2:44). Jehovah's Witnesses patiently await the Kingdom of God and remain no part of Satan's world (John 17:11-16)

Intelligence? Respect for the principle of the separation of church and state, per the First Amendment? Lack of desire to interfere with anyone's personal liberties? Or some combination of those?

Jehovah's Witnesses do not believe that Earthly governments can solve the world's problems, only God's Kingdom can put an end to them, as told in the bible, so they remain neutral.

They do not salute the flag, support one politician or nation over another, or enlist in the military. This has often resulted in persecution by governments who views these stances as anti-nationalistic. However, Witnesses also recognize the need for secular governments and authority, and abide by this authority fully except "on those rare occasions when a government demands what is in direct conflict with what God commands."

something about not living under any other government than that of the one that Lord has set forth for us...no other government shall rule other than God's law, ya know? the reason also for not reciting the pledge of allegiance " to the flag" of america....allegiance should be paid to God, not the flag..
