Not as of now. They need a birth certificate and a school ID would be most helpful or if they are 16, then a drivers permit or drivers license would also be acceptable. The adults needs, marriage license, Drivers License, and state birth certificates as well.

If your cruise departs and returns to a US port then as of this year you can go on a cruise without a passport. Starting Jan 1st 2007 (who knows may eventually get bumped out) you will need a valid passport with even cruises. So then no the 16 year old wouldn't need a passport, but once it takes effect for passports with cruise travel it will be required for people of all ages, even infants.

Keep this in mind though. When say taking a 7 night Caribbean cruise if there is an emergency that requires you to fly home early without a passport you will be unable to fly from say Jamaica, Cayman, Mexico, etc. There will be no exceptions on this.

Odds are this wouldn't happen, but trust me in 8 years I have had some very unfortunate things happen over the years to my clients where my hands are tied. That is another reason where travel insurance is so very important especially when traveling international.

If you are able to prior to cruising I would definitely apply and try and get your passport. It just will be in your best interest.

As of right now, a passport is not required. It will be as early as Jan of 2008, and as late as June of 2009. It is still unclear is Homeland Security is going to require passports for teenagers. There have been conflicting reports on this.

all humans need a passport, if you are under 5 maybe you can share one with your mother. Call the passport agency. Not just the post office and ask.
