Hmm... i don't have an answer for you but calling the SPCA or your vet (or any other center that works with a lot of dogs) might be a good way to find out. Chance are he's either swollen or those are just some sort of glands? But it never hurts to call the vet and find out for sure. You sound like a good dog-mom! i havent had this problem personally but my friend had her corgie neutered and the vet said it would take a few days for the hormones to wear off.

my brother had his neutered and his mutt still has two curves of where they used to be. they proably are swollen because of the erection or from the surgery.
