Brain Damaged Stalker Neighbor?

We have a brain-damaged (inoperable tumor) neighbor who is obsessed with stalking and sexually harassing (chiefly verbal) woman. He did this with my wife for a period of time, and pleaded out to a misdemeanor and a promise to get help (he didn't). Since then, we've discovered this is something he does on a regular basis. He has been in jail for crimes related to this sort of thing. We're looking into his criminal record but haven't gotten the information back yet. We do know he's stalked at least four other woman over the years, one of them a 15 year old girl.

He's never hospitalized anyone yet, and is fairly stupid and tends to get himself in trouble easily. We don't think he's listed as a sexual predator (yet). Are we legally able to put information on the computer about him/ notify our neighbors in any way? Can his criminal record and address be made public? He isn't involved with these woman at all, he just goes after what his "type" is.Thin, little pretty blonde females.

He isn't bothering my wife anymore. And apparently he looks to provoke boyfirends/husbands to violence so he can then press charges (luckily I didn't take the bait, though tempted).

Apparently he's done this A LOT, and the DA explained he mostly gets away with it because he does this until pre-trial, then agrees to leave the victim alone, and actually does. He just finds a new one. Most women are so happy to be finally left alone they just drop it, especially since they're told that continuing will be costly in time and money, with little result (he takes out dozens of cross complaints as part of the harassment). Hes been doing this for 15 years...one to two women a year...we felt bad not pursuing it, but the estimated bill was at least $5,000 minimum and months of legal hassles. We feel like we should do something for the sake of future victims, if we can. It seems incredible he's been (mostly) getting away with this for years...

    even if he was listed as a sexual predator you can not post it anywhere even on the Internet but if you talk to your neighbors i think you can tell them what he did to your wife .( with out getting in trouble for it) and let them know if he does it to them to make sure to call the police the more people complain they are more likely to do something about him...

    his criminal record and address are all public record and if true, I cannot imagine what crime you would be committing. possible harassment i guess.

    on a non-legal side, I understand hes creepy and weird, but doesn't the brain tumor explain that? i mean maybe he isn't in control of his impulses. does he have a wife or live with family? cant you talk to them about keeping him in control? maybe suggest a home or something. it just seems wrong to target the infirmed.

    You would expose yourelf to a potential legal claim for damages for trespass if you did anything like what you are suggesting.

    You and your wife are aware of him so I presume your wife is now able to pretect herself.. fill his face with mace for example if he stalks her within squirting distance .... As for the protection of others... you need to keep a watchful eye... perhpas you could establish a neighbourhood watch organisation and "safe houses" for your neighbourhood. No need to name names... people are not stupid anyway.. once the neighbourhood watch system is in place.. people should notice things, if he is as you say. All criminals get off lightly if there are not witnesses.... but repeat offenders... eventually the system catches up with them. The brain tumour is a great excuse.. I hope the law recognises that the public interest is a better one.

    Sounds like his tumor affects his impulse control among other things. Doesn't he have a family or a guardian/conservator or something?

    If he doesn't, maybe it's time to ask your county to appoint one for him and keep an eye on him.

    Neighborhood watch and keep him under surveillance. First time he starts to get "physical" - take him out with a gun shot - call it justified homicide in the defense of the woman

    go kick his ***...tell him if he ever looks at your wife again a machine is going to be breathing for him
