Does actually passing a federal law matter any more?

Even the pressure and threat of federal legislation seems to stir up action at the state levels. CA, NY, and many other states have taken the lead on global warming. States are beginning their own immigration plans. Is it that important any more that legislation get passed federally?

    Yes..federal legislation for the most part supercedes state laws.

    Yes. When it DOES get passed, federal legislation is wide reaching and NATIONAL, ie., not restricted to one state. The problem is the current executive administration doesn't respond to the peoples will, so any legislation that is passed through the senate is usually stopped by the president or others in his admin.

    Half the laws passed are never really enforced anyway. If they were, we wouldn't need mos of the new laws so the only reason to pass a law is, as someone said above, to get re-elected.
