What instrument is used to measure the amount of moisture in the soil?
I want to test the soil in situ around the roots of a plant. Is there a device that can probe into the soil and take a reading?

The device is called a hydrometer. You can purchase them at most hardware stores in the nursery/garden department. It is a small box with 2 prongs coming out of the bottom. You stick the prongs in the ground, and the meter will tell you what percent of moisture is present in the soil.

Tensiometer is right answer. Tensiometer is a measuring instrument for measuring the moisture content of soil. There are many soil moisture measuring devices available in market. I would like to suggest you try Hornet, a device developed by KISS Monitoring. This device is easy to use and helps you to find soil moisture level.

Tensiometer.
Or you could do it the old fashion way. Weigh it, then dry it, then weigh it again. the difference is the weight of water.
A hydrometer is for checking alcohol content or the acid in your battery among other things.
