In France cellular calls are not very cheap except if you take a special contract with all included.
You can go in one the Phonehouse shops and ask the best way.
The best way to phone to international is to use fix phones with an internet contract, for example with free.
If you can't, there some number to call and you pay only one local tax to call abroad. Unfornately, I haven't yet.
If I find it, I will put here tomorrow.
