Is this material available in Southern Califonia?
I live in Texas, and they use a material for paving driveways and such, mostly in rural areas, that I believe is a sand, clay and shell mixture. They usually call it caliche.
You can pour it and spread it like sand, but after it has sat and been compacted, it sets up very firm. I'm not sure if I'm spelling it correctly, and if it has another more official name.
I'm trying to find out if it is available in Southern California. My brother and I are looking in to a storage facility project and if available, it would be a less expensive paving option compared to concrete or asphalt.

You guys will need to check the local codes to see if you can use an alternative . CA has some pretty picky ordinances.
If all is OK with that you can use what is called concrete "turn out" you get it where the big concrete pumper trucks empty out the left overs from that days jobs .
You spread it just like what you were saying and it hardens up
like that too.
Caliche (I don't now how it is spelled either)is A natural sediment layer in the earth , some areas of the country have this layer closer to the topsoil and it is excavated for uses such as you descibe ,however in areas where this layer is deeper you don't find this practice being used
