Banks will not finance a salvage title, maybe the seller will carry a note for you.

Bartering. Trade something of value to the other person that you have for it or some services? Some people trade mechanical skills, technical skills, etc. for different things. People advertise painting in exchange for such & such thing that they need.
Off-topic, is it a specific car, because if not, why a salvage title?

In New York city and in many other major cities around the globe. I've seen many used car dealerships in the New York area, and although the cars there look very battered, they will pass state inspection.
