It was Jack Morris in 1992. Dave Stieb was the Blue Jays' best pitcher for years, but he began pitching for them in their lean years, then as they began to improve, he had some arm problems. His career high in wins was 18, and his record was always around 15-10. Morris, if I remember, had a pretty high ERA when he won 20.
