Hazelton, PA rental law?

Can someone please explain the legal rational to me about the decision to make the Hazelton PA rental law illegal? I am not an attorney or a judge, however....if it is not illegial to make someone show proof of legal residency to acquire work and a drivers license (in some states) then why is it illegal to make someone show residency to gain housing? I may not have a good understanding of the law and if not can someone please explain it to me? To quell any thoughts that I am a biggot and against immigrants. I am not.. I think that everyone that is here and working should be given citizenship, arriving here illegially or not..if they are given citizenship ideally they will have human rights and be able to fully contribute to our society in the form of contributing taxes and voting. ..I just wonder why if a business can be fined for hiring illegial workers why did the courts find it illegial to fine landlord for renting to illegial immigrants?

I read some of the links that you guys sent....thanks.... however, I still dont see how making someone show PROOF or residency to obtain housing is mixing with the federal imigration laws and authority? maybe I am thick headed here....they are not attempting to change imigration laws or legal requirements to be in this country....they are just attempting to esure that only legal residents of our nation live in there city.... maybe i need to go to law school instead of nursing school... I really have no opinion one way or the other on the issue.... i just dont understand the rational BEHIND the decision....:+)

    the Clinton appointee, judge,gave the most liberal interpretation of the law that he could. his premise:

    "The practical consequences of such ordinances have been to promote a climate of fear, and we envision a regime that allows invasions of privacy, violations of due process, and arbitrary discrimination towards those who appear or sound foreign. In addition, the ordinances’ imposition of tenant permitting, taking / suspension of landlord licenses, deprivation of owners; rental income, and, imposing monetary sanctions on property owners and local businesses accused of harboring “illegal aliens” (offering rental shelter) are illegal and go beyond the proper exercise of local police powers."

    the Hazelton city was overrun and their city was facing financial hardships so they wanted to crack down on landlords who rented to illegal and companies who hired them. the lower court ruled for them.

    "U.S. District James Munley ruled that landlords, tenants and businesses that cater to Latinos faced "irreparable harm" and issued a temporary restraining order. He said it was "in the public interest to protect residents' access to homes, education, jobs and businesses."

    ACLU & Hispanic Groups Files Suit Against Hazelton, PA some signing as defendents had to sign as 'John Doe' as they couldn't or didn't want their names known.

    Hazleton is filing an appeal but most expect the decision to stand.

    “Hazleton is prepared to fight and we will take this challenge to the highest court in the United States if that’s what it takes to protect our legal citizens and quality of life,”

    By being here illegally they have broken federal laws but that fact has been chosen to be ignore, no Sanctuary City has been charged for those offensive either..is this a crazy world or what??? they get to pick and choose what laws will be enforced and what laws won't.

    From what I read and understand it's because only the federal government has the right to deal with immigration issues. It's not with in the power of the state to do so nor within their power to even check on it... It will be interesting to see how it all turns out because the mayor says he will just take it up the chain to the next court for appeal.
