Are Culinary Specialist (CS) currently overmanned in the Navy?

I'm trying to decide what "A" school I want to request, any recommendations are appreciated.

    The last CREO list I saw had them in Group 3 (overmanned) at E4, E5 and E6 except for submarines where it was Group 1 (undermanned) at E4 and Group 2 for E5 and E6.
