    Because they are both played by professional wrestler Drew Hankinson. It has also been confirmed they are the same person on many wrestling sites. It's the same guy, just with a new gimmick. Besides, if you check their statistics (such as height, weight, etc.), you'd realize that Festus' statistics are exactly the same as Imposter Kane's.
