why does it say tie with only one answer and over 2 weeks old.

It means that no one has voted for the answer, all it will take is 1 vote and the question will become resolved. I'll go and look (as long as your Qs and As are not set to private) and vote on it for you to resolve it.
EDIT
I went and looked and the only question which was not resolved was 10 months old! I voted on it anyway so it will now resolve.

The computer has an automatic way of knowing if a question has been asked and not answered "successfully" in a certain amount of time. If there is only one response, it doesn't know the difference between that or a question undecided that has more than one answer. If you click "Best Answer" for it, it will go away.
