My neighborhood is changing should I move?
My neibhorhood used to be all white,"I have lived here 16 yrs."
Blacks and Peurto-Ricans are moving in and the neibhorhood isn't the same. WAY TO MUCH NOISE YELLING, CAR ALARMS, DOGS BARKING, LOUD MUSIC ETC.
I can't enjoy my back yard without being assaulted by this racket. Both of my neibhors are elderly woman.
I fear for them, what should I do?

I was going to suggest you form an allience with your local law enforcement to make sure all the neighbors are living within noise ordinance standards. And, if those standards are no longer acceptable, to become active with your city council or legislative body to have those ordinances adjusted. That would be the best way to look out for your elderly neighbors and yourself.
Then, I was going to point out that you phrased your question in an insensitive manner.
I looked up some of your previous questions, and found you to have race relations issues. . .
So, now I suggest you just sell and move.

Since the noisy ones seem to be your neighbors (not the elderly ladies of course, I mean the other ones), get their addresses and call the cops. They're disturbing the peace. You can do this at any hour of the day or night. For some reason, many think that you can only do this after 10pm. Bunk, 10pm isn't a magical hour, it's just like any other hour. Disturbing the peace is disturbing the peace, regardless of the hour.
EDIT: Medalphores, why should she have to coop herself up indoors because others are being inconsiderate? Perhaps she'd like to sit outside and catch some sun in her back yard. She has the right to enjoy her home and her neighborhood in peace.

Move if you can afford it. You have the right to not have your rights violated. You have the right to want to live in a peaceful and pleasant community. Why should you have to be exposed to their crappy quality of life.

If you own your home,property values have already dropped because of all the N iggers and S pics moving in. Move now and cut your losses.
