What's the difference between functional requirements and business requirements?

I think the difference would be similar to basic vs. advanced (or job specific) requirements. For example, if I want to take pictures, I'd need a camera (the basic - or functional - requirement.) But if I want to take pictures of things that are very far away or pictures of things that are very small I'd need a telephoto lens and a macro lens (an advanced - or job specific - requirement.)
A functional requirement for just about everyone these days is a telephone. But a business requirement might need a multiline capability with voice mail, call forwarding, fax , etc. Your home computer system is functional but will not have the same programs, printers, scanners, networking, etc that a business might have. Basic vs. advanced.
