There are a few programs out there that convert PDF to Word, the most well known are probably Able2extract and PDF Converter 4 from Nuance.
Solid Documents also offers Solid Converter PDF. I would recommend downloading free trials of the different software and looking to see what meets your needs.
If you are dealing with scanned or faxed documents, what you really may need is OCR (Optical Character recognition) to extract the text. (If you are using Office, you already have MODI (microsoft office document imaging) to accomplish this task.

Yes, but all free ones I've seen aren't very good. The best alternative I have come across is to use Adobe Photoshop Elements to convert the .pdf to an image file. From there you can enter text into the fields, or whatever you want.

Able2Extract is the only software i know that can Convert PDF to Word or any text or document file you want. it can also convert word document to a PDF.
