Hearns has 14 fights and Chavez has 34 fights. They are at the same level as far as who they have fought. Hearns steps up with each opponent whereas Chavez seems to stay at the same level of opponent fought which is why even though Chavez has fought 20 more times he has not fought quality opponents as he has gone along. They are evenly matched as far as ability goes. I would give a slight edge to Chavez based on the number of fights. Chavez by split decision.
